You can import your contacts into FrontlineSMS as a comma separated values, or .csv file. Examples of the format are shown below. The easiest way to get the format right is to export a copy of your existing contacts as a .csv file from the File menu in FrontlineSMS. Open this in a spreadsheet application such as OpenOffice or Microsoft Excel, and add your contacts under the appropriate columns. Then save your new contacts file as a .csv, and import into FrontlineSMS.
