Interview with European Journalism Centre Magazine: Is FrontlineSMS:Radio Advancing Social Change in Africa?

Q. How has FrontlineSMS technology influenced African media?

Exponential growth in use of mobile technology has meant that many African media outlets are interested in using this technology effectively. By downloading FrontlineSMS and plugging in a mobile phone or GSM modem to a computer, people can use SMS in more sophisticated and professional ways.

We are moving from having contributions fed via SMS into an individual’s phone to a more open way of integrating SMS into content. We’re also supporting citizen journalists with tools for digital news gathering.

In Zambia, for example, Breeze FM radio uses FrontlineSMS to communicate with journalists. After gathering news tips received from the general public, the radio station organizes the evidence, sends SMS to journalists who may be out in the field, encouraging them to verify the facts and report.

Q. What is innovative about the FrontlineSMS software plugin?

With Version 2 recently released, FrontlineSMS has a user-friendly interface making it easier to manage larger volumes of messages, and to customize the software to better meet user needs. Pending messages can be sorted in a more timely fashion.

Communication for social change: How to turn a stone into a sponge (it’s not magic, it’s design!)

Earlier this year we heard from Equal Access about their radio project in Chad and Niger. Dr. Karen Greiner conducted 3 months of field research over a two-year period as an external evaluator of the radio programs, producing an evaluation report as a result. Drawing on this work in the below post, Dr. Greiner shares her reflections on projects which invite interaction and promote dialogue. In the world of communication for social change, design matters. The strengths and limitations of communication program design, and

of the chosen medium or form of communication, can affect the reception and use of content. For example, let’s say that a communication intervention is designed to disseminate information to community members about the importance of hand washing to avoid illness, and the medium used to convey this information is a written billboard message next to a crowded marketplace. The location might be well chosen but the form limits reception to those who can read, understand the chosen language, and happen to see that particular billboard. There is also no way to engage in dialogue with a billboard; a billboard, by design, is to be passively consumed.

What if we had chosen, instead, the medium of radio? With radio we can reach even those who cannot read, and we can also reach those who live beyond the marketplace, provided they own or have access to a radio. We still have to carefully consider language. For example, if we want to reach the urban teens in Dakar one would have to consider whether content be in French, Wolof, or both (budget permitting). And one might also translate content into additional languages for regional broadcasts. Whichever decision is made on choice of language, radio can clearly improve access and reach. The medium of radio, however, does not necessarily engage listeners in dialogue - radio is still often used for the disseminating messages.

The billboard and the traditional radio broadcast are one-way forms of communication – they are to be received and not responded to. I call one-way forms of communication “stones.” Stones are closed, impenetrable and finalized; we cannot “talk back” to stones. A stone can be converted into a “sponge,” however, when the form of communication is designed to invite response – to invite dialogue. A sponge is porous; it has holes - entry points - that allow liquid (or in this case audience members) to enter and exit. In this instance, the analogy of communication intervention-as-sponge is provided as the open alternative to the closed-form stone.

A radio broadcast converts from stone to sponge when it invites interaction; and one way to do this is to offer interaction through SMS. When an SMS number is embedded in the radio broadcast, along with an invitation to listeners to respond to the broadcast, audience members are given the opportunity to react and to share their opinions and ideas. Sponge designs invite dialogue.

An example of this type of engagement is provided by radio shows in Chad and Niger. From 2008 onwards, the San Francisco-based non-profit organization, Equal Access has been running several radio shows designed to promote democracy and encourage civic participation in community life as part of the Peace through Development project (PDEV). They recruited a talented team of local journalists and media professionals to produce and broadcast radio programs on topics ranging from civic engagement to community health and sanitation.

The design of the radio programs is very innovative, and very porous. Each radio program had several “sponge”-like features. Early designs of the program included an embedded text message number so that listeners could respond to radio content using their cell phones. PDEV staff-members used FrontlineSMS software and systems to track and organize audience member messages. In some cases the content of text messages inspired program producers as they wrote new scripts. In other cases the message senders were called and asked if they would be interested in forming a local listening club. Towards the end of the project, program producers began including the content of audience member text messages in new broadcasts. So, for example, messages received in response to broadcast #37 were included in broadcast #40.

This inclusion of audience-produced content is the difference between two-way dialogue and one-way monologue. Designs that invite audience input still face limitations of cost, literacy, language and access to technology. Some of these limitations can be addressed. For example, to offset the cost of sending messages, PDEV project staff was eventually able to obtain a toll-free phone number for the SMS in Niger. Mindful that literacy can be a barrier to text messaging, project staff – the last time I visited the project – were experimenting with an open source, interactive voice response (IVR) telephone software called FreedomFone. The combination of FrontlineSMS with FreedomFone enables more radio listeners to enter the dialogue – or enter the “sponge.” In this sense we can see that the design of our invitations for input to listeners also has implications for inclusion; the more we can reduce cost, language, literacy and technology barriers the more likely we are to hear from a wide and diverse range of listeners.

The design our communication interventions reveals our worldview: do we see a world populated by passive, ill-informed “targets”? Or a world made up of active, thoughtful community members with ideas and opinions worth reading and hearing? In short, should we be “monologic,” by continuing to disseminate and broadcast messages, or might we aspire to be “dialogic,” by trusting in the capacity of community members, engaging with them and inviting them to consider our ideas and then also share their own?

The good news is that it’s possible to convert an inventory full of one-way stones into two-way sponges. Add a phone number to your billboard. Use FrontlineSMS software not just to send messages but to receive them as well. Add an email address, phone number or office address to your brochure and invite community members to get in touch and, even better, to suggest improvements to what you have created. It’s not impossible – and never too late - to turn a stone into a sponge. A new design, based on faith in the agency and creativity of community members, is all it takes.

Of course, all analogies have limitations. The “sponge” analogy does not quite capture the dynamic potential unleashed by porous designs. The creative contributions of listeners may need a different organic analogy, and I would be grateful for suggestions. Thus to practice what I am preaching with this blog-post, I invite you to help me convert monologue to dialogue by responding and adding to what I have offered here. What do YOU think? A Powerful Combination: Radio and SMS promote open social dialogue in Chad and Niger

"In the age of Twitter, the blogosphere, iPhones and Androids, it is often difficult for people in more developed nations to imagine what it is like to have no voice. Yet for populations not served by broadband Internet and WiFi connections, exclusion from national dialogue and debate continues, leaving many communities and people out of the conversation on social and political issues.

Equal Access International (EA) works to address this problem with the help of FrontlineSMS’ groundbreaking technology. EA specializes in educating and empowering people in some of the world’s most remote regions through media and community mobilization. With millions of regular listeners, our media programs leverage radio dramas and chat shows, mobile theatre, television shows, listening discussion groups, leadership training and community actions to foster positive change. Linking our innovative methodology with technology like FrontlineSMS, we have been able to convert a traditionally one-way information flow into an open dialogue, allowing listeners to express their ideas, perspectives, questions and feedback, sometimes for the first time in their lives.

EA has been using FrontlineSMS in Chad and Niger since late 2009. We produce six radio programs in these two countries and, for each show, listeners can send text messages to a dedicated telephone number, which is toll-free in Niger. The radio stations receive messages from thousands of listeners, some in response to questions posed on the radio program and others sharing their views and  commentary on the programs. During an 18-month period, 1,119 messages were received in Chad and 2,330 messages were received in Niger.

In Chad, Equal Access produces a youth radio show titled “Chabab Al Haye” (Youth Alive) which uses a presenter-led chat show format to discuss peaceful ways of addressing grievances, tolerance, livelihoods information and problem solving. Listeners can send in feedback through our FrontlineSMS system asking questions, such as this young listener who texted:

I lived for a little while in the North, and I noticed that tribalism still exists there.  The young people from the North and South avoid relating to one another.  How do we get past this behavior?”

Questions and comments like this one can be featured on our radio programs and discussed, helping youth from all reaches of the country feel included in the conversation.

Perhaps most importantly, we use FrontlineSMS to create interaction with the radio programs and include listener feedback in the programs, to show listeners that they are being heard. In closed communities, or those struggling with violence or intolerance, the act of engaging in an interactive dialogue via a mass communications platform such as a radio can help people feel engaged and included. As one young listener in Niger texted, “[EA’s youth show] Gwadaben should be congratulated because it is an essential environment for young people, where we can discuss and address the questions that concern us.”

In Niger during the pre-election period running up to the peaceful and democratic transition from a military junta to an elected civilian administration, radio listeners around the country were able to express their views about positions and candidates through SMS messages in response to our radio programs. The messages contributed to a more open and inclusive debate because audiences were able to connect to program producers directly through a toll-free SMS message line.

We also noted a measurable increase in the number of responses we received when radio stations began reading out the text messages received from listeners on the radio programs. We have learned that audiences like responding to questions posed on the radio program and this was verified through audience research conducted by InterMedia in Chad and Niger in 2011. That research also showed us that producers should remind audiences of the phone numbers after asking questions on the radio program, allowing audiences to respond in real time. In addition to engaging the listeners in the conversation, FrontlineSMS allows EA radio producers to increase their responsiveness to listener preferences and needs.

Since life in capital cities, where our production hubs are generally based, is far removed from the rural communities of many of our listeners, the feedback on SMS also provides a window into cultures and customs of remote tribes and communities. In this sense, FrontlineSMS has proved to be a vital data collection tool and link between increasingly disconnected urban and rural communities.

EA has also integrated FrontlineSMS into our programs in Cambodia and Nepal and plans to do so in several of our other projects around the world, building on our experiences and lessons learned so far.

With our popular programming and the increasing reach of mobile phones, the volume of SMS interactions with our shows continues to rise and we look forward to the future versions of FrontlineSMS which will be able to handle this increased traffic. Although the FrontlineSMS software is not as robust as commercial applications equipped to handle thousands of messages per minute for advertisement campaigns and commercial contests, the simple interface and availability in Arabic and French makes FrontlineSMS a great choice for our projects.

In the future, we plan to continue innovating with FrontlineSMS, including using the keywords feature of the SMS system and allowing listeners to join groups by texting in specific words. For example, users could text in the name of their favorite drama character, which would place them in a contact group to receive regular updates or a special mobile drama mini-series about the character. We are also implementing FrontlineSMS to enable radio presenters to ask multiple-choice quiz or poll questions that test audience message retention and to send out ‘flashes’ – an SMS sent to an audience contact list that informs listeners about the next radio broadcast time on their preferred station. We are keen to continue exploring the many potentials of making our radio shows more interactive using FrontlineSMS."

SMS tackles farmer literacy in Niger

In this, the sixteenth in our series of FrontlineSMS guest posts, Joshua Haynes - a Masters student at The Fletcher School at Tufts University - describes their application of the software to help improve the lives of farmers in Niger, West Africa Projet Alphabétisation de Base par Cellulaire (ABC), conceived of and spearheaded by FrontlineSMS’s newest Advisory Board member Jenny Aker, uses mobile phones as tools to aid in adult literacy acquisition in rural Niger. This project is funded by UC Davis, Oxford University, Tufts University and Catholic Relief Services (CRS) and housed at and managed by CRS/Niger.

Adult literacy in rural areas faces an inherent problem. In Niger, for example, there are no novels, newspapers or journals in native languages like Hausa or Zarma. The 20% of Nigériens who are literate are literate in French. The vast majority of rural villagers have struggled to maintain their livelihoods since time immemorial without ever knowing how to read a single word. What’s the point of literacy if there is no need for written materials?

Mamadou Issoufou, like 80% of people who live in rural areas, has access to a couple of different weekly markets where he can buy and sell his millet. One market, Dogon Kirya, is 11 kilometers away and the other, Doubélma, is 15 kilometers away. As Dogon Kirya is closer, he usually travels there, but he knows that sometimes he can get a better price when he goes to Doubélma. If a fellow villager who traveled to Doubélma the previous week indicates that prices were better there than in Dogon Kirya, then Mamadou might decide to go the extra four kilometers, but he’s not sure he’ll get the same prices this week, too. He leaves it up to chance.

On Wednesdays, the Service d’Information sur les Marchés Agricoles (SIMA) sends radio broadcasts on the prices of the most important staples like millet and sorghum for the largest markets in the country. Unfortunately, Mamadou, like most rural farmers, doesn’t have access to the broadcast, and if he did, his two main markets aren’t large enough to be covered by SIMA. Even if they were large enough, Dogon Kirya’s market is held on Tuesdays, so any information from the radio would be six days old.

If Mamadou had access to some sort of real-time, demand-driven information, he could make better choices on where to buy and sell his goods. The mobile phone is a perfect device for transmitting information, but even though Mamadou may have access to a phone, he can’t read. The point of literacy in rural areas is increase access to information, and this is where FrontlineSMS plays an important role.

This past summer, between my first and second year as a graduate student at The Fletcher School at Tufts University, I was fortunate to work with Jenny, the amazing staff at CRS and SIMA, including Djibou Alzouma, Aïchatou Bety, Sadou Djibrilla, Scott Isbrandt and Ousseïni Sountalma, to develop a system called IMAC – Information sur les Marchés Agricoles par Cellulaire. IMAC – pronounce ‘ee-mak’ – allows users to query for farmgate and market prices of agriculture products in a number of markets in four languages. It is built to work as one of the Projet ABC components, but can be used in areas with higher literacy levels.

In addition to the querying functionality, we added the ability for SIMA-trained CRS agents to update the crop prices by sending IMAC a specially formatted SMS. The prices are quickly checked for errors in Niamey, the capital, and then are live for all to use. Before, it could take up to three weeks for market prices to get recorded, go through a number of different administrative stages and finally end up in the database in the capital, but now it takes a matter of seconds before the data can be accessed.

Although the data is stored and updated in the database, FrontlineSMS is the primary access point which captures the message, sends it to the database for processing, waits eagerly for the response, and speedily sends the response to the waiting villager. By exploiting FrontlineSMS’ HTMLRequest functionality, we were able to access a backend system and turn FrontlineSMS into a demand-driven automatic information dissemination tool.

I was fortunate to return to Niger in October (2009) to not only see how well the system was still working - a big relief for developers - but to be surprised by the number of new markets and products that had been added to the system. Thanks to FrontlineSMS, CRS and SIMA, these additional markets will allow even more villagers, once at least semi-literate, to obtain information that will better help them make more informed decisions about their economic resources.

TSF, FrontlineSMS and humanitarian assistance in Niger

In this - the third in our series of FrontlineSMS guest posts - Grégory Rebattu, Télécoms Sans Frontières (TSF)’s Niger Representative, and Oisín Walton, Head of TSF Communications and International Relations, talk us through their thoughts on the software, and its potential for emergency relief in Niger. "I work for Télécoms Sans Frontières (TSF), the leading NGO specialising in the deployment of telecommunications in emergencies, and head-up TSF’s base here in Niger. In emergencies, telecommunication networks are often seriously damaged or destroyed. Some humanitarian crises also strike in areas with no existing communication facilities. Today, TSF plays a key role in strengthening coordination and communication by deploying telecommunications centres within 48 hours of an emergency.  These centres offer broadband Internet access, voice communications, fax lines and all the IT equipment needed for a field office.

Our base in Niger is more involved in longer term projects particularly in strengthening food crisis prevention systems. Niger is ranked 174th out of 177 nations on the United Nations Development Programme’s Human Development list - making it one of the least developed countries on Earth. The living conditions in the Sahel desert are extremely harsh and recurrent drought leads to almost permanent food insecurity. Less than 12% of the territory is cultivable - so the widely reported current food crisis hits Niger particularly hard.

Telecommunication networks are also very much in their infancy, although GSM coverage is now on the rise and bringing infinite new opportunities for the humanitarian and development sectors. In particular, we believe that text messaging – used in conjunction with cutting-edge tools such as FrontlineSMS - are particularly powerful, enabling the collection and dissemination of data quickly and easily with very low running costs. Over the past few weeks we have been working closely with the FrontlineSMS team, putting the software through its paces and assessing its suitability in our work. We have been particularly excited by the new “FrontlineSMS Forms” data collection functionality which we helped test and which is being released next week.

Crucially from our perspective, FrontlineSMS is extremely user-friendly, allowing partner organisations on the ground to rapidly deploy a data collection and dissemination system from scratch. This simplicity is crucial for organizations which may lack technical skills, and users can be up and running in a matter of minutes with the minimum of mouse clicks. The intuitive nature of the software also means that little technical support is required once they’re up and running.

I have already presented the application to a group of NGOs and UN agencies who are very excited. These organizations - who work in a wide range of sectors including health, nutrition and agriculture - immediately saw the immense potential of FrontlineSMS and how it might enhance their capacity to save lives and develop local economy, not to mention their capacity to improve the security of their own staff.

On that note, our first FrontlineSMS initiative is about to launch, and will provide an SMS security alert forwarding service to Niger’s NGO community. This will allow aid workers to instantly warn the community about security issues in real time.

Concretely, we see other immediate applications for FrontlineSMS in Niger. These include the use of the new Forms feature for data collection for the National Health System which collects and monitors the number of cases per pathology in health structures. FrontlineSMS could also be used to collect market prices, and even to disseminate those prices to small farmers.

We are also planning to test its interoperability with satellite phones which will allow us and our partner organizations to extend its usage into areas not covered by mobile networks. We also plan to use it in our responses to sudden-onset emergencies where mobile networks are often disrupted.

Summing up, FrontlineSMS is a fabulous tool and one which presents huge opportunities to non-technical NGO users. Saying that, don’t be fooled by its simplicity – as well as standard incoming and outgoing group messaging, it has plenty of advanced and extremely powerful functionality. From our testing and evaluation, and our discussions with partner organizations, it looks like FrontlineSMS has infinite applications in the humanitarian world, and this is great news for those we are trying to help.

As we often say here, it’s now no longer a question of technology, it’s a question of imagination!"
